To rotate a video or picture at an angle in CapCut, such as to tilt it slightly or simulate a perspective shift (great for making screen recordings look like they’re displayed on a monitor), here’s how you can do it—both on CapCut PC and mobile:
CapCut PC: Rotate at an Angle (Free Rotate)

Import your video or image onto the timeline.

Click to select the clip.

In the right-side panel under "Basic", locate the "Rotate" option:

This allows full 360° rotation, but only on the Z-axis (flat spin).

To rotate at an angle (simulate depth or perspective):

Go to the “Style” tab (if available).

Or use Keyframes:

Click the diamond icon to add a keyframe at the start.
