Can't apply AI Effect on 4s video

Hi! I have an active CapCut Pro subscription and I have been trying to add an AI Effect on a 4 second clip. It generates until 89% and then says *Can't apply AI Effect. Please try again later *. It's been 4 days already like this. It worked before on the same cellphone/videoclip. It's just a clip of me playing the keyboard and I want to apply Van Gogh effect.
