I was in India for about 3 months, and when I got back I was signed out of my CapCut account. I logged back in using my TikTok account, and all of my saved fonts are still there, but all of my saved text templates are gone.
On top of that, the Templates page is doing this (see screenshot).
I'm on an iPhone running CapCut version 18.7.0. Has anyone else experienced this or found a fix?

I have read reports of incidents like what you have described, especially after:

logging back into CapCut with a different authentication state (even if it's the same TikTok account),

traveling between regions (India is a notable one because CapCut's availability and content can differ there), or

an app update that forces a fresh sync.
From the video which you have shared, the Templates tab itself isn't completely broken it looks like it's only loading the built-in/default text styles rather than your cloud-saved ones.
The fact that your custom fonts are still there but saved text templates are missing suggests your account is only partially syncing.
A few things I would try, in order:

Confirm you're logged into the exact same account.

Go to Profile → Settings → Account and make sure it's the same TikTok account you used before. Sometimes CapCut creates a separate account depending on whether you signed in with TikTok, Apple, Google, or email.

Force a cloud refresh.

Sign out of CapCut.

Force close the app.

Restart your iPhone.

Sign back in.

Check whether the templates appear on another device.

If you have an iPad or another phone, sign into the same account. If they're missing there too, it's likely a server/account sync issue rather than your iPhone.

Try another network or disable any VPN.

Since you were in India for several months, your account may have been assigned a different regional content endpoint. Switching between Wi-Fi and cellular (or vice versa) has helped force a refresh.

Reinstall CapCut (only if your projects are backed up or you don't mind losing local drafts).

This clears the local cache and often fixes corrupted sync data.

About the Templates page
If you mean the page is only showing a handful of default templates (like in your screenshot), that's usually a sign that CapCut isn't downloading your personalized cloud data rather than the feature being removed.
One question
When you say your saved text templates are gone, do you mean:

the templates you created yourself by tapping Save as template on text, or
-
the community templates from CapCut's Templates feed that you had bookmarked?
Those are stored differently, and knowing which one disappeared will narrow down whether this is an account-sync issue or a regional-content issue.
